جعلی ادویات کتنی حقیقت، کتنا فسانہ – ابو عبداللہ
پنجاب حکومت کی جعلی ادویات کے خلاف حالیہ قانونی و اشتہاری مہم اور دوا سازوں اور دوا فروشوں کی ہڑتال و احتجاج کے واقعات کی میڈیا میں خبروں سے عوام کے ذہنوں میں یہ تاثر قائم ہوتا ہے کہ ادویات کی مارکیٹ میں ناقص اور جعلی ادویات کی بھرمار ہے، اور حکومت نے پہلی مرتبہ اس کی روک تھام کے لیے سنجیدہ اقدامات اٹھائے ہیں، جبکہ جعلی ادویات تیار کرنے اور بیچنے والا مافیا اپنے بچاؤ کے لیے سڑکوں پر آ گیا ہے اور ہڑتالوں کے ذریعے حکومت کو بلیک میل کر رہا ہے، چنانچہ ایسے قبیح جرائم کا ہر صورت میں قلع قمع کرنے کے لیے حکومت کو ذرا بھی لچک نہیں دکھانی چاہیے۔ الغرض میڈیا کی پروپیگنڈہ طاقتوں کے باعث اصل حقائق اس طرح مسخ ہو کر رہ جاتے ہیں کہ عوام الناس تو کجا ہمارا دانشور طبقہ بھی اس قدر ژولیدہ فکری کا شکار ہو جاتا ہے، جس کا ایک نمونہ ہمارے انتہائی محترم جناب رعایت اللہ فاروقی صاحب کی مندرجہ ذیل پوسٹ ہے۔
’’دنیا کا سب سے کرپٹ ترین بزنس ادویات سازی و ادویات فروشی کا ہے۔ یہ واحد کاروبار ہے جو اصل بھی اس درجے کا جعلی ہے کہ پوری دنیا ان کے ہاتھوں یرغمال ہے۔ کسی وقت اس پر تفصیل سے لکھوں گا، آج بس ایک ہی چیز جان لیجیے۔ آپ کے محلے میں بنے میڈیکل سٹور پر دو قسم کی ادویات فروخت ہوتی ہیں۔ ایک اصلی دوسری جعلی، میڈیکل سٹور والا آپ کی شکل دیکھ کر طے کرتا ہے کہ آپ کو اصلی دینی ہے یا جعلی؟ اصل دوائی پر میڈیکل سٹور والے کو 15 فیصد جبکہ جعلی ادویات پر پچاس 50 فیصد نفع ہوتا ہے۔ یہ جعلی ادویات زیادہ کچھ نہیں کرتیں، بس آپ کے گردے فیل کر دیتی ہیں، آپ کے بچے کو دمے کا مریض بنا دیتی ہیں، آپ کی اماں جان کو شوگر اورہیپا ٹا ئٹس وغیرہ سے دو چار کر دیتی ہی،ں اور آپ کے ابا جی کی کھانسی صبح قیامت تک کے لیے ’ٹھیک‘ کر دیتی ہیں۔ وہ جعلی سٹنٹ تو یاد ہوں گے جو لاہور میں یہ مافیا دل کے مریضوں کو فروخت کر رہا تھا۔ شرم آنی چاہیے شہباز شریف کو جو انسانی جانوں سے کھلواڑ کرنے والوں کے خلاف بھاری جرمانوں اور کاروبار سیل کرنے کے قوانین بناتا ہے۔‘‘
ایک تبصرہ: سر جی لائیکس کی بھرمار بتا سکتی ہے کہ عوام اس کھلواڑ سے کس درجہ تنگ ہیں اور بہت سے لائکس بر گرز کے بھی ہیں جو ’شرم آنی چاہیے شہباز شریف کو‘ پڑھ کر لائک ٹھوک رہے ہیں، ویسے یہ ڈرگ مافیا دنیا بھر میں اسی طرح گھناؤنے بزنس میں ملوث ہے اور یہ بزنس اسلحہ اور منشیات کے بزنسوں کو بھی مات دے چکا ہے۔ اللہ ہمیں ہمارے بچوں کو اور تمام مسلمانوں کو محفوظ رکھے۔‘‘

میں خود جناب فاروقی صاحب کے دینی اور سیاسی امور پر علمی تجزیوں کا پرانا مداح ہوں مگر اس معاملے میں فاروقی صاحب کی اس قدر بےبنیاد اور لغو پوسٹ پر جس طرح لوگوں نے آنکھیں بند کر کے داد و تحسین کے ڈونگرے برسائے، انھیں پڑھ کر اپنے تعلیم یافتہ لوگوں کے ذہنی افلاس پر ماتم کرنے کو جی چاہا مگر اس کے بعد جب حسن نثار اور حفیظ اللہ نیازی جیسے صف اول کے دانشور بھی حقائق کے خلاف نہایت سخت کالم دے ماریں اور ہر شہری اس معاملے میں انتہائی کنفیوژن کاشکار ہو، وہاں غلط فہمیوں کی اس وسیع خلیج کو پاٹنے کے لیے اس حساس مسئلے کو گہرائی میں جا کر سمجھنا اور بیان کرنا ضروری ہوگیا تھا۔

Punjab Government is committed to introduce the standard pharmaceutical care regarding the Punjab Drug (Amendment) Bill 2017; the irrational and illegitimate concerns are not addressed to benefit the ill patients, the Drug Mafia poses a massive repercussions.

After shutting down stores across Punjab and surviving a suicide bomb attack on a protest held in front of Punjab Assembly Lahore earlier this month, Pakistan Chemist and Druggist Association (PCDA) finally decided to call off their strike upon surety from Law Minister Mr. Rana Sana Ullah Khan that the recent Punjab Drug Act 2017 will be revised with the consent of all stake holders.
Many handwritten notifications are floating on social media, claiming that negotiations were fruitful with the Punjab government. However, not a single signature of any government official was to found on these documents, putting a big question mark on their authenticity.
Background
The Punjab Drugs (Amendment) Bill 2017 was introduced by Mr. Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs, last month in Punjab Assembly and was condemned by stakeholders. The bill is an amendment of the Drug Act 1976 which was introduced for the control and eradication of spurious, adulterated and substandard drugs.

Punjab Assembly adopts Local Government (Amendment) Bill, 2017
Associated Press of Pakistan reported that the The Punjab Assembly on Wednesday passed the Punjab Local Government (Amendment) Bill 2017. The House also adopted three other bills including the Land Records Authority Bill 2016 and the University of Home Economics Lahore Bill 2016 and the Punjab Drugs (Amendment) Bill 2017.
Provincial Law Minister Rana Sanaullah Khan moved the bills. Lawmakers, both from treasury and the opposition benches, took part in the discussion before adoption of the bills.
The House considered the Punjab Local Government (Amendment) Bill 2017 after suspending the Rule 95.
Speaking in favour of the Local Government (Amendment) Bill, 2017, Law Minister Rana Sanullah said that the bill was being tabled with necessary amendments, to make it more effective. He urged the opposition members not to oppose the bills in greater interest of the people of the province.
Earlier, the 13th sitting of the 26th session of the current assembly started with Speaker Rana Muhammad Iqbal in the chair.
During Question-Hour session, Provincial Minister for Agriculture Muhammad Naeem Akhtar Bhabha and Parliamentary Secretary Haji Muhammad Ilyas Ansari answered questions by lawmakers. They responded to as many as eight questions while rest were disposed of owing to absence of movers.
Pakistan Tehreek-e-Insaf lawmaker Muhammad Asif pointed out quorum; however, the treasury succeeded in fetching the required strength and the House was found complete.
The House deferred two adjournment motions, tabled by lawmakers Dr Muhammad Afzal and Shonaila Rout.
The House granted two-month extension to standing committee on “Colonies” for presentation of its report.
On completion of day’s agenda, Deputy Speaker Sardar Sher Ali Gorchani, who was presiding over the sitting, adjourned the House till next morning (Thursday) at 10am.
