Islamabad (www.pharmareview.wordpress.com). The Governor of the Punjab had notified the Punjab Drugs Rules 2007 under section 44 of the Drugs Act 1976. The rules were revised after a 19 years. The Wholesale Chemists and Druggists Association’s had responded aggressively for the withdrawal of this rul. Mr. Nisar Chaudry president of Wholesale Chemists and Druggists Association’s Lahore chapter said that no one has contacted to the stakeholder in this context. It an important issue correlated directly with the survival of pharmaceutical merchants. Under the rule 20 (1) (e) of Punjab drug rule 2007 “a licensee of a medical store shall not sell or store a drug mentioned in the schedule G”. The drugs in this schedule G are as under;
Anti-Leprosy – Rifampicin Injection, Dapsone, Clofamazine, Ethionamide and Prothionemide.
Immunological Products, vaccines, sera\ant-sera – Vaccines of Anthrax, BCG, Botulisms Antitoxin, Cholera, Influenza, Measles, MMR, Rubella, Pneumococcal, Poliomyelitis, Smallpox, Typhoid, Rabiies and Homophiles Influenza Type B, and Immunoglobulins.
Products related with malignant diseases and immunosupression – Folinic Acid, Doxorubicin HCI, Mercaptopurine, Thioguanine, Vincristine, Cisplastin, Busulphan, Carmustine, Lomustine, Cyclophosphamide, Melphalan, Fluorouracil, Mitozantrone, Methottrexate, Vinblastine, Carboplatin, Bleoimycin, Chlorambucil, Dacarbazine, Amasascrine, Azathioprine and Cyclosporin.
Anesthesia and inhalation anesthetics – Propofol, Enfluran, Isofluran, Halotha ne, Bupivacain, Thiopentone, Benzodiazepine, Mitazolam, Naloxone Hcl, Vancuronium, Pancuronium, Tubocuraine, Suxamethonium and Neostigmine.
Antibiotics – Spectinomycin, Teicoplanon, Sodium Fusidate, Vancomycin, Colistin and Impenem.
Inotropics – Primacor, Enoximone and Milrinone.
Injection Prostaglandins – Dinoprotone, Gemeprost AND Carboprost.
Alpha Blocker – Prazosin Hcl, Daxazosing, Indramine and Alfuzosin.
Biotechnological products – Interferon and Erythropoetin.
Narcotics, anti-psychotropic and tricyclic anti-depressant – Morphine, Buprenorphine, Nalbuphine, Fantanil, Pethidine, Lorazepam, Temazepam, Chlorpromazine, Melprobamate, Chlordiazepoxide, Alprozolam, Clonazepam, Flurazepam, Loprazolam, Oxazepam, Amoxapine, Iprine Dole Codine, Pentazocine, Lithium, Dextropropoxyphene, Clomipramine, Mianserin, Maprotiline, Dothiepin, Doxepin, Nortriptyline, Trimiprammine, Tranycypromine, Flupenthixol, Tryptophan, Imipramine and Amipriptyline.
Anti-Viral – Acyclovir, Amantadine Hcl, Famciclovir, Inosine Pranolsex, Zidovudine, Ganciclovir, Idoxuridine, Riavirin, Vidarabrin, Trifluridine and Methisozone.
Thrombolytic Enzymes – Alteplase, Streptokinase, Anislreplase and Urokinase – for dialysis – Peritoneal, Haemodialysis, Hyper tonic solution, Lysine solution and Isotonic solution.
Creams and Aerosols Steroidal Preparations – Methylprednislone, Dexamethasone, Hydrocortisone, Prednisolone, Tramcionolone and Beclomethasone.
Hormones – Vasopressin, Desmopressin, Stanozolol, Nandrolone, Mesterlolone, Finasteride, Finasteriode, Somatropin, Testosterone and Progestrogens.
Eventually the Wholesale Chemists and Druggists Association’s succeeded tang Ministry of Health, Government of the Punjab has issued a notification, printed in the Punjab weekly gazette dated February 10, 2010, page No. 951, in exercise of power conferred upon him under Section 44 of the Drug Act. 1976 (XXXI of 1976) which empower government to make rules under Act. The governor of the Punjab has made amendments in the Punjab Drug Rules, 2007 after previous publication of these amendments. In rule 1, sub rule (3) for word “three” the word “ten” is substituted. Thus; the Punjab Drug Rule 2007 was suspended for ten years further.
In response the this notification the executives of the Pharmacist Federation of Pakistan; Muhammad Ayub Khan General Secretary (Pakistan), Malik Irshad Hussain President Punjab, Fiaz Ahmad Faizi General Secretary Punjab, Asad Imran President Lahore, Dr. Hafiz Muhammad Kashif Secretary Lahore, Dr. Shoaib Zafar President Faisalabad, Aziz Ur Rehman President Sargodha Division, Abdul Rub Mujahid President Bahawalpur, Muhammad Bin Ibrahim President Multan, Malik Muhammad Waheed President Jehlum, Syed Muzzammil Masood Zaidi President Islamabad, Dr. Fowad Ali Bungush Secretary Islamabad, Iradat Hussain President Rawalpindi, Dr. Hafiz Muhammad Abdullah President Bhakkar, Malik Sharif Awan President Gujranwala Division, Dr. Hafiz Muhammad Faisal Secretary Gujranwala, Mr Imran Anwar President Sheikhupura, Dr Kalim Ullah Khan Niazi President Mianwali said these amendments are biased , unfair and based on unrealistic approach of Government of the Punjab. In this way, non-professional personals are secured to sell the life saving drugs. The way of dispensing, distribution and delivery of drugs is totally different than grocery, vegetable, grains and garments. Thus; this amendments should be withdrawn instantly. The non-skilled people shopudl never be allowed to involve in health care practice. Moreover; they have emphasized the government to withdraw this notification soon as possible.
