Pharmaceutical Review (Hassan Nayyer); Reformers Pharmacists and Pakistan Academy of Pharmacy has protested against the unprincipled and illegal 8th International Pharmacy Conference and Exhibition being organized in Lahore from 30th October to 2nd November, 2013. This protested was organized in same place of Pearle Continental Hotel (business centre), Lahore, Pakistan. Mushtaq Ch, Hasan Nayyer, Shamshad Anis Hashmi, Shifa B., Kashif Idree, M. Sarfraz, Ali Batalvi has lead the procession. They stated that they are not against any scientific activity; but, strongly condemn the intention of Professional Group of Pakistan Pharmacist Association. Profession group have no mandate of pharmacist community to design any activity on behalf of PPA. The official legitimated tenure of professional Group has already been expired since October, 2011(defined in Article of Association Part II. Subsection 19; page 16; https://pharmaceuticalsreview.com/content-upload/uploads//2012/03/article-of-association-constitution.pdf). Hence; Professional Group is misusing the official funds, resources and intellectual property of Pakistan Pharmacist Association.  Moreover; a writ petition has been filed against profession group of PPA. The honorable Judge Mr. Justice Riaz Ahmad Khan Islamabad High Court Islamabad has called to Syed Khalid Saeed Bukhari President PPA Centre, WHO Country Adviser Medicines at World Health Organization, Pakistan; Mr. Ayaz Ali Khan Chairman Organizing Committee/ Chief Drugs Controller, Health Department, Government of the Punjab, Lahore/ Executive Member PPA Punjab and Mr. Nadeem Iqbal General Secretary PPA Centre to explain the situation. If professional group of PPA did not stop to violate the regulation and held this unprincipled conference; a damage recovery may then be imposed by court.

PPA is the national professional body of pharmacists. Since long, it has been literally hijacked by a group of greedy and non-competent pharmacists who were unable to present and get approved rights of Pharmacists from Government and also, did nothing on their behalf, except to increase their personal assets and positions. This white paper is being published as enlightenment to all pharmacy professionals to know the culprit role of PPA and also, beginning of a revolutionary era by the name of REFORMERS.

Short comings and Non-Competency of PPA

  1. Lack of proper check and balance by the Pharmacy Council for proper Rules and regulation for Pharmacists under study program and complete graduates.
  2. Pharmacists still are suffering from minimum pay scale. Retail and Industrial setups being major culprits where fresh pharmacist gets on an average 10000 to 12000 per month.
  3. No training methodology for newly graduated pharmacists, PPA should have been made Major Hubs in all Major Cities to facilitate and prepare new graduates for practical aspects.
  4. Pharmacy Council don’t have any proper hiring / continued education plans after so many up gradations like 3 year B Pharmacy Course was upgraded to 4 years and then 4 years course is upgraded to 5 years but no proper system for those who want to upgrade their courses to higher ones.
  5. Our Graduate Pharmacist when visits other countries for Job he / she is misfit due to lacking in credit  hours / course contents / trainings ,due to lack of interest of our council.
  6. There is no complete guideline for a proper career as a Pharmacist and his / her role in health care sector unlike other nations of the world.
  7.  Immediately after graduation and after words there is no identity of Pharmacists i.e. no registration card like PEC and PMDC he / she is always without identity of his / her profession.
  8. Lack of proper service structure at all levels.
  9. There is no proper Job description / organogram for any field of Pharmacy practice.
  10. Issuance of Drug Sale license to nonprofessionals other than category A pharmacists at Pharmacies and Distribution setups, hence increasing non professional and un ethical practices and parallel increasing un employment of highly educated Pharmacist.
  11. Violation of the orders of the court to appoint 1 Pharmacist per 50 beds in a hospital.
  12. Other less educated persons are given equality with Pharmacist.
  13. No proper placement of Pharmacist in Health Services cadre.
  14. No job security especially in industrial sector even appointment letters are not issued and are paid as lower as worker staff.
  15. Pharmacist is not being allowed to work according to qualification.
  16. No proper Training / Internship / House Job plan defined by the council and the institute.

In Short after graduation Pharmacist is thrown away into the market by the Institute and there is no care / protection / moral support given by the regulatory bodies and other support

 

Our Aims and Mission

  1. There should be a proper and approved Job Description of Pharmacist at various setups starting from smallest to largest chains of Pharmacies, Hospitals, Industries (Various Departments), Sales and Marketing, Whole Sale Set Ups, Distribution Setups, etc. Keeping in view the female candidates as well.
  2. There should be a proper Service structure across the country.
  3. Pay scale for Pharmacists of All domains like Clinical, Sales and Marketing, Industry and retail comparative to other healthcare professionals.
  4. Pharmacist Fund establishment to aid Needy Scholars or aged/ disabled pharmacists.
  5. Standard number of pharmacists required across the country to be worked out and trainings to be chalked out accordingly.
  6. A continued education in collaboration with pharmacy council and teaching institutes to be planned.
  7. A strong coordination between the PPA, The PCP and the teaching institutes is of prime importance and this must be given a legal binding upon them.
  8. PPA to play an active role in collaboration with the local governing bodies / the Law makers for the implementation of international standards with rules and regulations for the betterment of health care sector across the country.
  9. Proper trainings of the available human resource to build up an efficient team is the prime responsibility of PCP and PPA jointly.
  10. Special consideration must be given to Hospitals, Hospital Owned Pharmacies, and Pharmacies Near to hospitals to ensure patient satisfaction professionally.
  11. Awareness of the Pharmacist community for the setups of community pharmacies and required trainings.
  12. SOP’s for all Setups needs revision and must be uniform across the country in the sense of Space, Storage, Environment, and Human Resource, which must be followed in letter and spirit implementation to be made by PPA.
  13. PPA should arrange Dialogues with high officials / The Government / Health Ministry to make them realize the importance of focus on the Quality of Pharmacy services not the quantity of Pharmacies and setups.
  14. PPA and the PCP to play their strong role to Increase the scope of Pharmacy Profession, Pharmacy practice and to maximize the benefits to the Patient. As a suffering patient is the only person who is feeding every one and is suffering himself/ herself.
  15. PPA to work whole heartedly as per the constitution aims and objectives which are never seen in the past and present as well.
  16. Present PPA chapters are not the actual representative of the Pharmacy profession and professionals in Pakistan but are hijacked by the influential pharmacists from various sectors of the profession who always worked for their selves only.
  17. PPA to reconsider the constitution and proper re organization of the Association for the uplift of profession.

We strongly condemn the present PPA chapters who after expiration of their tenures are still illegally occupying the offices and are pretending to be the office bearers. We demand fair and free elections across the country for all the 6 chapters’ i.e

  • Center Chapter
  • Federal Chapter
  • KPK Chapter
  • Sindh Chapter
  • Balochistan Chapter
  • Punjab Chapter

We demand a crystal clear audit reports for all the outgoing chapters and office documents clearly mentioned in constitution for fair and free progressive planning for the profession.
