Pharmaceutical Review (Hassan Nayyer); Reformers Pharmacists and Pakistan Academy of Pharmacy has protested against the unprincipled and illegal 8^th International Pharmacy Conference and Exhibition being organized in Lahore from 30^th October to 2^nd November, 2013. This protested was organized in same place of Pearle Continental Hotel (business centre), Lahore, Pakistan. Mushtaq Ch, Hasan Nayyer, Shamshad Anis Hashmi, Shifa B., Kashif Idree, M. Sarfraz, Ali Batalvi has lead the procession. They stated that they are not against any scientific activity; but, strongly condemn the intention of Professional Group of Pakistan Pharmacist Association. Profession group have no mandate of pharmacist community to design any activity on behalf of PPA. The official legitimated tenure of professional Group has already been expired since October, 2011(defined in Article of Association Part II. Subsection 19; page 16; https://deeppink-gerbil-660508.hostingersite.com/content-upload/uploads//2012/03/article-of-association-constitution.pdf). Hence; Professional Group is misusing the official funds, resources and intellectual property of Pakistan Pharmacist Association.  Moreover; a writ petition has been filed against profession group of PPA. The honorable Judge Mr. Justice Riaz Ahmad Khan Islamabad High Court Islamabad has called to Syed Khalid Saeed Bukhari President PPA Centre, WHO Country Adviser Medicines at World Health Organization, Pakistan; Mr. Ayaz Ali Khan Chairman Organizing Committee/ Chief Drugs Controller, Health Department, Government of the Punjab, Lahore/ Executive Member PPA Punjab and Mr. Nadeem Iqbal General Secretary PPA Centre to explain the situation. If professional group of PPA did not stop to violate the regulation and held this unprincipled conference; a damage recovery may then be imposed by court.

PPA is the national professional body of pharmacists. Since long, it has been literally hijacked by a group of greedy and non-competent pharmacists who were unable to present and get approved rights of Pharmacists from Government and also, did nothing on their behalf, except to increase their personal assets and positions. This white paper is being published as enlightenment to all pharmacy professionals to know the culprit role of PPA and also, beginning of a revolutionary era by the name of REFORMERS.

Short comings and Non-Competency of PPA

1. Lack of proper check and balance by the Pharmacy Council for proper Rules and regulation for Pharmacists under study program and complete graduates.
2. Pharmacists still are suffering from minimum pay scale. Retail and Industrial setups being major culprits where fresh pharmacist gets on an average 10000 to 12000 per month.
3. No training methodology for newly graduated pharmacists, PPA should have been made Major Hubs in all Major Cities to facilitate and prepare new graduates for practical aspects.
4. Pharmacy Council don’t have any proper hiring / continued education plans after so many up gradations like 3 year B Pharmacy Course was upgraded to 4 years and then 4 years course is upgraded to 5 years but no proper system for those who want to upgrade their courses to higher ones.
5. Our Graduate Pharmacist when visits other countries for Job he / she is misfit due to lacking in credit  hours / course contents / trainings ,due to lack of interest of our council.
6. There is no complete guideline for a proper career as a Pharmacist and his / her role in health care sector unlike other nations of the world.
7.  Immediately after graduation and after words there is no identity of Pharmacists i.e. no registration card like PEC and PMDC he / she is always without identity of his / her profession.
8. Lack of proper service structure at all levels.
9. There is no proper Job description / organogram for any field of Pharmacy practice.
10. Issuance of Drug Sale license to nonprofessionals other than category A pharmacists at Pharmacies and Distribution setups, hence increasing non professional and un ethical practices and parallel increasing un employment of highly educated Pharmacist.
11. Violation of the orders of the court to appoint 1 Pharmacist per 50 beds in a hospital.
12. Other less educated persons are given equality with Pharmacist.
13. No proper placement of Pharmacist in Health Services cadre.
14. No job security especially in industrial sector even appointment letters are not issued and are paid as lower as worker staff.
15. Pharmacist is not being allowed to work according to qualification.
16. No proper Training / Internship / House Job plan defined by the council and the institute.

In Short after graduation Pharmacist is thrown away into the market by the Institute and there is no care / protection / moral support given by the regulatory bodies and other support

Our Aims and Mission

1. There should be a proper and approved Job Description of Pharmacist at various setups starting from smallest to largest chains of Pharmacies, Hospitals, Industries (Various Departments), Sales and Marketing, Whole Sale Set Ups, Distribution Setups, etc. Keeping in view the female candidates as well.
2. There should be a proper Service structure across the country.
3. Pay scale for Pharmacists of All domains like Clinical, Sales and Marketing, Industry and retail comparative to other healthcare professionals.
4. Pharmacist Fund establishment to aid Needy Scholars or aged/ disabled pharmacists.
5. Standard number of pharmacists required across the country to be worked out and trainings to be chalked out accordingly.
6. A continued education in collaboration with pharmacy council and teaching institutes to be planned.
7. A strong coordination between the PPA, The PCP and the teaching institutes is of prime importance and this must be given a legal binding upon them.
8. PPA to play an active role in collaboration with the local governing bodies / the Law makers for the implementation of international standards with rules and regulations for the betterment of health care sector across the country.
9. Proper trainings of the available human resource to build up an efficient team is the prime responsibility of PCP and PPA jointly.
10. Special consideration must be given to Hospitals, Hospital Owned Pharmacies, and Pharmacies Near to hospitals to ensure patient satisfaction professionally.
11. Awareness of the Pharmacist community for the setups of community pharmacies and required trainings.
12. SOP’s for all Setups needs revision and must be uniform across the country in the sense of Space, Storage, Environment, and Human Resource, which must be followed in letter and spirit implementation to be made by PPA.
13. PPA should arrange Dialogues with high officials / The Government / Health Ministry to make them realize the importance of focus on the Quality of Pharmacy services not the quantity of Pharmacies and setups.
14. PPA and the PCP to play their strong role to Increase the scope of Pharmacy Profession, Pharmacy practice and to maximize the benefits to the Patient. As a suffering patient is the only person who is feeding every one and is suffering himself/ herself.
15. PPA to work whole heartedly as per the constitution aims and objectives which are never seen in the past and present as well.
16. Present PPA chapters are not the actual representative of the Pharmacy profession and professionals in Pakistan but are hijacked by the influential pharmacists from various sectors of the profession who always worked for their selves only.
17. PPA to reconsider the constitution and proper re organization of the Association for the uplift of profession.

We strongly condemn the present PPA chapters who after expiration of their tenures are still illegally occupying the offices and are pretending to be the office bearers. We demand fair and free elections across the country for all the 6 chapters’ i.e

• KPK Chapter

• Balochistan Chapter
• Punjab Chapter

We demand a crystal clear audit reports for all the outgoing chapters and office documents clearly mentioned in constitution for fair and free progressive planning for the profession.

I am very disappointed to see all these chain of emails and condemn Pakistan pharmacist Alliance, how much negative attitude of this pharmacists. Do any one see any words of sincerity & sympathy with the profession just political leg-pulling. This is the cost the profession of pharmacy is paying. I look so that pharmacist federation just wants to have power, chair. I ask you guys do you have any background that you have served the pharmacists & pharmacy profession.

Where were you when PPA was protesting for the rights of profession? Count on your list of contributions to this esteemed profession before pointing at any one. Everybody thinks he is perfect like you people I believe all negatives combine together see sabotaging an international event who could bring names of Pakistani Pharmacists in international lime light, what would you gain showing others your internal conflicts, For you it is ashamed & disgusting that you can speak only but do nothing Have ever you tried for a professional activity to benefit & build the confidence of young professionals. Nobody has seen except your EID Milan Parties.

It is my hope that at one second you will reconsider and rectify the damage you have caused the pharmacy.

It’s again stated that “we are not against conference” or any such professional/ scientific activity i.e. seminar, workshop, colloquium, practicum etc. We have very clear and unambiguous view point. Even if the so called “Organizing Committee” held this conference; they have to come into court and face the consequences to pay the damage recovery of PPA.

I, being Organizing Secretary of the 18^th International Pharmacy Conference and Exhibition being organized in Lahore from 30^th October to 2^nd November, 2013 intend to comment on the email sent by so called Pharmacist Alliance etc. etc. allegedly trying to confuse innocent and professional Pharmacists. A few non-professional are trying to sabotage the cause of Pharmacy and Pharmacists in the country and I am sure that these neglected persons who call them pharmacist will Insha’Allah never be able to destroy the growing professional development of Pharmacy and recognition of pharmacist and pharmacy services in the country at all, nor they will ever succeed Insha’Allah to destroy the image of Pakistani Pharmacist at International or National level by their unethical and illegal efforts, all must be having vested interest to destroy the fast growth and recognition of Pharmacy Profession in the country.

The 18^th International Pharmacy Conference and Exhibition (IPCE 2103) will Insha’Allah be inaugurated on 30^th October, 2013 in PC Hotel, Lahore in whicharound1500 Pharmacists from all over Pakistan and abroad are Participating along  with 85 speakers who will Insha’Allah be presenting their scientific papers and Interactive workshops will also be held. The largest gathering of galaxy of Pharmacists of the country is ready, all participants have planned their travelling arrangement to come Lahore to attend the conference and speakers to present their papers. We have been Alhamdulillah successful to confirm many senior Federal and Provincial government officials to attend the conference and pharmaceutical exhibition, their participation will Insha Allah be very fruitful for the cause of Pharmacy in the country.

When it is now all set to begin, as a jealously some unethical and non-professional who never wanted that profession of pharmacy to grow in the country, tried to get it postponed through court. By the grace of Almighty Allah he failed in his evil idea. They even do not have any courage to speak up or face on the matter with the organizers. Here, I leave on you to imagine the negative approach of these people and their efforts to destroy and sabotage the image of Pharmacy and Pharmacist at International and national level. The extent of damage which they are trying to make to the Pharmacy profession is the real reflection of their mental level and approach, in which they will never achieve InshaAllah.

Since the inception of Pharmacy history not only in Pakistan but also in the whole world, this is the first time when some non-professionals are working to damage and destroy the pharmacy cause and trying to sabotage a scientific event, the purpose of which is to provide a forum for professionally sound Pharmacists to present their research papers and a get together of Pharmacists from all over Pakistan and abroad to get benefit by updating their professional knowledge by sharing latest developments in the field.

Organizing of International Pharmacy Conference is very tiring and hard work job which normally requires a year for its preparation and it is being organized regularly in the country alternatively in Lahore and other cities of the Pakistan. This conference is always arranged and organized by the Organizing Committee and special committees.

Those people who are trying to sabotage the professional and scientific health activity in the country are not valid member of the Pakistan Pharmacists Association, which is the only registered and recognized representative body of Pharmacists of the country, they have never contributed or performed themselves any effort /activity, Nor ever turned any stone for the professional cause to uplift Pharmacy profession in the country. I am sure that they never ever have spent any minute towards any positive professional activity in the country. In my opinion they are meant and made to do only negative activities. Which is evident from the fact that none of you have ever seen them doing any positive professional activity except sending negative emails?  

Pharmacy Conference in Lahore is the only event which provides an opportunity to present and learn professional knowledge in addition to provide a stage to meet many of friends from all over the country and abroad. Insha’Allah with your kind support we will be able to continue such like professional activities in its true sense and by the grace of Almighty Allah will organize the forthcoming conference in a befitting manner.

At the end I leave rest on all of you professional Pharmacists to deliberate and think who is trying the sabotage and destroy the professional image and pace of development of Pharmacy in the country and vice versa who all are putting all their sincere efforts and hard work for the profession of Pharmacy in the country. I also request sincere professional Pharmacist to identify the black sheeps in our noble profession and condemn them in order to save our trust worthy noble profession form their negative and evil approach.

Dr. Taha Nazir Contact to then Chief Election Commissioner Mr. Muazzam Ali Khan (03004918277) Health Dept., Govt. of Punjab, Pakistan to get the notification of last election held in 2009. Mr. Muazzam has initially committed to provide the said documents. But, unluckily he is now disconnected and does cooperating to run the judicial procedure. That is an explicit evidence of his biasness and discrimination. He is clearly working as a puppet agent of Professional Group of PPA instead of fair election commissioner. Moreover; it is the hard luck of Pakistani nation, pharmacist community and innocent ill patients that this prejudiced, partial and biased person is appointed again as chief election commission for PPA election 2013.

This group has controlled the pharmacy profession and  driving the PPA since last 25 years. They don’t care of officially permitted tenures and electoral procedures. The last engineered election was held in 2009. Mr. Muazzam Ali Khan Heath Dept., Govt. of Punjab, Lahore (03004918277) was appointed as chief election commission. He has worked as dummy and puppet election incharge to conduct biased and engineered election. Hence; we condemn his unethical, illegal and non-professional role.

Thus; as per anticipation; this professional group of PPA has already badly failed to work and contribute in pharmacy profession in Pakistan. They have has maintained their hold by certain unethical and non-professional course of actions since last 25 years. The failure of “Professional Group” is evidenced by not implementing the Punjab drug rule 2007; not assuring the issuance of the “drugs sale license” to pharmacist only; not  designing; not establishing the independent “pharmacy directorate” to assure the independent working; not properly enforcing the “salary structure” to assure the minimum starting wage of new graduates equivalent to 17th grade gazetted officer; not assuring the “new recruitments and appointments” of pharmacists in trauma centre, TB centers, operation theatres, TPN, drug information centers and Aseptic dispensing to assure the rational utilization of life saving drugs, armed forces, naval hospitals, combine military hospitals (CMH’s) in uniform, Railways, WAPDA, PTV, PIA etc on permanent and regular basis with all benefits; not assuring the pharmacist as an “important team member” of therapeutical committees, drug purchase committees and clinical pharmaceutical services departments to play as life saving professional.
